BAD traffic Management downtown

Who is making such bad managing of traffic? The secondary streets are given priority. This is a very bad mistake. The backup on the main reach 10 to 15 minutes.

The regular ligthts give about 75% of the traffic time to the main highway, and that is what is required to have fluent traffic, while the flaggers give only about 40% to the main and keep interrupting every 2-3 cars.

The only reason that there is a traffic jam is not because of the construction work, but because of stoopid traffic management. Specially at 5 pm.
